Changing presidents is mostly irrelevant, as we in the USA have found out, what with Obama keeping Guantanamo open all these years, and supporting the NSA/FBI telephone spying attack on civil liberties, and so forth. Presidents are figureheads and the puppets and spokespersons of the actual powers.
